Voices from the World

The North American Coordinating Council on Japanese Library Resources (NCC) heartily congratulates Toshiba International Foundation (TIFO) on its 30th Anniversary Celebration and takes this opportunity to express gratitude for the generous support it has received from TIFO over the past decade. The NCC was founded in 1991 to meet a growing demand to expand and improve access to library resources and other forms of information about Japan. With its commitment to promoting international understanding of Japan, TIFO has been supportive of many of the NCC’s efforts, beginning in 2008, when NCC was developing an Image Use Protocol (IUP) to ensure that researchers outside Japan understood Japanese copyright laws. Since then, as funding for area studies has declined and the economic rise of China has drawn many students away from the Japan field, TIFO has continued to provide much-needed support for NCC’s efforts to prepare a new generation of Japanese studies librarians and information specialists to meet the growing challenges and rapidly changing technologies of the field. Thanks to funding from TIFO, NCC has held successive trainings in digital scholarship, the most recent focusing on the exciting potential of the International Image Interoperability Framework (IIIF) and web archiving.

Last year, NCC celebrated its 25th anniversary at the AAS meeting in Washington, DC, with funding from TIFO, and the celebration provided an invaluable opportunity to engage in active dialogue with our constituents—graduate students, faculty, independent scholars, and Asian studies librarians—to update our mission and plan new directions for the future. One of the outcomes of these discussions was the realization that we can no longer just focus on meeting the needs of the Japanese Studies field; we must now come up with new strategies to build interest in Japan going forward. One key to creating new demand is to increase accessibility to resources through digitization. The recent amendment to Japan’s copyright law, for which NCC and other international organizations have long advocated, is one step toward freeing up resources and attracting greater interest. If the future of Japan Studies is to remain bright, however, we must call upon the researchers and specialists, whom TIFO has nurtured over the past 30 years, to put more energy into outreach, making their work openly available to students and potential Japan scholars. NCC stands ready to facilitate by strengthening collaborative efforts and expanding the networks of librarians and information specialists, both inside and outside Japan, to ensure that a new cohort of Japan-specialist librarians is trained to meet the research needs of the next generation. TIFO’s forward-looking mission to support researchers, who can share their expertise with international audiences, perfectly dovetails with NCC’s goal of developing comprehensive access to Japanese information in as wide a range of Japan-related fields as possible. Again, we want to thank and congratulate TIFO for 30 years of success in increasing Japan’s global visibility, and we look forward to continuing to work in tandem to build a strong and bright future for Japan Studies for many years to come.

　北米日本研究資料調整協議会（NCC）は、東芝国際交流財団（TIFO）の創立30周年を心からお喜び申し上げますと共に、過去10年間にTIFOから受けた寛大な支援に感謝の意を表します。 1991年に設立された当団体は、図書館情報やその他の日本に関する情報へのアクセスを拡大および改善するという需要の高まりに応えるために設立されました。 TIFOは、日本の国際理解を促進するというコミットメントにより、NCCが日本の著作権法を理解できるようにするためにNCCが画像使用プロトコル（IUP）を開発していた2008年以降、NCCの取り組みの多くを支援して下さいました。地域研究のための資金が減少し、中国の経済的台頭により日本の分野から多くの学生が離れて行く中でも、TIFOは、成長する課題と急速に変化する分野の技術を満たすため、新世代の日本研究図書館員および情報専門家の育成に協力くださったのです。TIFOからの助成のおかげで、NCCはデジタル知識に関する一連のトレーニングを開催し、最近ではInternational Image Interoperability Framework（IIIF）とウェブアーカイブの可能性に焦点をあてています。

　昨年、NCCはワシントンDCで開催されたアジア研究協会（AAS)において、TIFOからの助成を受けて25周年イベントを開催し、祝賀会では、NCCのミッションを再定義すると共に、未来への新たな方向性を計画するために、大学院生、教員、独立系学者、アジア研究図書館員と活発な対話を行いました。これらの議論の成果の1つは、私たちがもはや日本研究分野のニーズを満たすだけではなく、これから日本への関心を高めるための新しい戦略を考え出す必要があるとの認識です。新たな需要を生み出すための1つの鍵は、デジタル化を通じてリソースへのアクセス可能性を高めることです。 NCCや他の国際機関が長年提唱してきた、最近の日本の著作権法の改正は、リソースの解放とより大きな関心の獲得に向けた一歩です。しかし、日本研究の将来が明るいままであり続けるためには、TIFOが過去30年間に育成してきた研究者や専門家の協力を得て、彼らの研究が学生や潜在的な日本研究者にとってオープンに利用可能とするためのアウトリーチ活動を強化していく必要があります。 NCCは、新たな日本研究を専門とする図書館員が次世代の研究のニーズを満たすことを確実にするために、国内外の図書館員と情報専門家のネットワークを拡大していきたいと思います。専門知識を海外のオーディエンスと共有できる研究者を支援するというTIFOの未来志向の使命は、できるだけ幅広い日本関連分野で日本に関する情報への包括的なアクセスを促進するというNCCの目標と完全に一致しています。繰り返しになりますが、私たちはTIFOが世界における日本の知名度を高めてきた30年の成功に感謝したいと思います。そしてこれからも日本研究の強く明るい未来を築くために共同で歩みを進めていくことを楽しみにしています。
