It is my great pleasure to extend my warmest wishes to TIFO as it celebrates its 30th anniversary on April 11, 2019.

The Japan Program at ICRIER was established in 2007. The endeavor is to promote the program as a pivotal forum for research and dialogue initiatives on India-Japan ties, enhancing mutual understanding through vibrant research, networking among individuals and institutions and wide dissemination of policy recommendations in both countries. Bringing together political, strategic as well as economic perspectives in a holistic manner the focus of the program at ICRIER is on political, strategic, economic and developmental issues that India and Japan face as members of the global economy and the prospects for greater bilateral cooperation.

ICRIER’s association with TIFO dates back several years and I am extremely happy to state that the TIFO grants have provided much needed opportunity to foster frequent discussions and dialogues among experts on varied themes relating to India-Japan relations and thereby contributed greatly to ICRIER’s Japan Program.

With TIFO’s support ICRIER has emerged as the key center for regular dialogue in India among scholars, industry representatives, policy-practitioners and media persons on issues relating to Japan and Indo-Japanese relations. ICRIER has established a very close working relationship with the Embassy of Japan in New Delhi as well as other Japanese government organizations such as JICA, JBIC and JETRO. We are also working closely with the Japan Chamber of Commerce and Industry in India (JCCII) and representatives of Japanese media stationed in New Delhi.

Indeed, I take this opportunity to express our heartfelt thanks to TIFO for facilitating meaningful policy oriented dialogues between Indian and Japanese experts and put forward evidence based tangible inputs for creating an enabling environment for bilateral engagement to deepen further. These comprehensive suggestions on harnessing the opportunities and resolving the challenges in bilateral relations have been much appreciated by the policy establishments in the two countries. The wide ranging dialogue themes have included bilateral economic and strategic cooperation as well as challenges of urbanization, creating quality infrastructure and climate change where there is immense scope of learning from Japanese experiences.

We hope that TIFO continues to nurture and in fact enhance support for such initiatives that are invaluable in creating a robust knowledge base for informed policy choices and strengthening mutual understanding and appreciation.

　2019年4月11日に創立30周年を迎えられにあたり、東芝国際交流財団（TIFO)に心よりお祝いを申し上げます。

　私どもインド国際経済関係評議会（ICRIER）は、2007年に日本プログラムを立ち上げました。その目的は、同プログラムを、日印関係に関する研究と対話のイニシアチブ、活発な研究による相互理解の促進、個人と様々な機関との間のネットワーキング構築、そして両国において政策提言を幅広く普及させるための中心的な活動として推進することです。政治的、戦略的、経済的観点を総合的に踏まえながら、インドと日本が世界経済の一員として直面する政治的、戦略的、経済的および開発上の課題と、より大きな二国間協力の展望に焦点をあてるものです。

　TIFOとのICRIERの関係の始まりは数年前に遡りますが、TIFOの助成金は、日印関係に関するさまざまなテーマについて専門家の間の頻繁な議論と対話を促進するために必要な機会を提供し、それによってICRIERの日本プログラムに大きく貢献してくださいました。

　TIFOの支援により、ICRIERは、日本や日印関係に関連する問題について、学識者、産業界の幹部、政策実務家、およびメディア関係者間でインドにおける定期的な対話の重要な拠点としての地位を確立しつつあります。 ICRIERは、ニューデリーの日本大使館や、JICA、JBIC、JETROなどの他の日本の政府機関と緊密な協力関係を結んでいます。また、インドの日本商工会議所（JCCII）やニューデリーに駐在する日本のメディアの代表者とも緊密に協力しています。

　私はこの場を借りて、インドと日本の専門家間で有意義な政策に関する対話を促進したTIFOに心からの感謝の意を表明し、今後も二国間関与をさらに深めるための環境創出のための具体的な証左に基づく確実な対話を進めてまいります。二国間関係における課題を解決するための包括的な提案は、両国の政策決定機関からも非常に高く評価されています。幅広い対話のテーマには、二国間の経済的・戦略的協力、ならびに都市化の課題や、日本の経験から学ぶ余地の大きい質の高いインフラの構築や、気候変動対策等が含まれています。

　TIFOが、十分な情報に基づいた合理的な政策選択を可能にし、両国の相互理解強化のために非常に有益、かつ強固な知識ベースを創造するための取り組みに対して、今後とも、またこれまで以上のサポートを頂けることを願っております。
